The testing methods of two hypotheses: the one is H0:c=c0,σ2=σ20H1:c≠c0 or σ2≠σ20;the other is H0:c=c0,σ2=σ20H1:c≠c0 or σ2>σ20,are presented.Each effect lower limit of those hypotheses is investigated.At last,a practical example is given to show how these test methods work.
